The difference in brief.
With henna and hybrid brows we colour your hairs and the skin beneath. The colour stays on top of your skin and no needles are used. Every time you wash your face, a little of the colour comes off the skin. On the skin the colour is gone after a week or two, on the hairs after about seven weeks.
With permanent make-up, pigment is placed in the skin, with a small blade or a device. That stays for months to years. Microblading, powder brows, ombre brows, nano brows and combo brows are all forms of permanent make-up, also known as PMU.
So the biggest difference is time. You choose henna again every few weeks. With permanent make-up you are tied to it for months to years.

You want to see how it looks first
Then start with henna. For two weeks you see how a fuller, darker shape suits you. If you like it, you repeat it. If not, it is gone by itself.
You don't want to be tied to anything
Then henna and hybrid brows suit you. You choose again each time, and you adjust the shape and the colour if your taste changes.
You have enough hairs, but little shape
Then hybrid can be enough: more definition, with a soft shadow on the skin. If your hairs point in all directions, look at a brow lamination.
You have hardly any hairs
Henna fills in sparse patches, but on the skin the colour is gone after about two weeks. If you are looking for something that lasts for months, you end up at permanent make-up. For that you go to a PMU specialist.

Hybrid brows sometimes also refers to a form of permanent make-up that combines hair strokes with shading. At Moons it is always tint. So ask another salon what they mean.

On oily skin it goes faster
The colour on the skin fades faster on it. The hairs simply hold on to it.
